When Are Fire Safety Regulations Required?
Whether fire safety regulations are required is usually determined as part of the building permit process or derived from a fire protection concept. They are prescribed by law or by the authorities, in particular for certain uses or structural conditions. These include, among others:
Special structures such as hospitals, schools, daycare centers, nursing homes, universities, assembly venues, theaters, cinemas, shopping centers, or high-rise buildings
Businesses with an increased fire risk, such as industrial and production facilities, warehouses for combustible materials, workshops, or laboratories
General statutory obligations, e.g. under state building codes or requirements from the fire brigade, building authorities, or fire safety inspections

Structure and Content of Fire Safety Regulations
Fire safety regulations are divided into three parts. This structure ensures that everyone in the building - from visitors to specially trained staff - receives appropriate information and instructions.
Part A is aimed at all persons present in the building. This includes visitors, customers, or patients, among others. This section contains easily understandable instructions on behavior in the event of a fire and is posted in clearly visible locations throughout the building. The goal is to provide quick orientation and clear instructions, even to people unfamiliar with the building.
Part B addresses all employees. It describes in detail the measures for fire prevention as well as the correct behavior in the event of fire or other danger. Particular attention is paid to organizational rules, such as keeping escape and rescue routes clear or handling fire loads. Part B should be a fixed component of regular fire safety training and should be made available to employees in writing.
Part C is intended for people with special fire safety responsibilities. This includes, for example, fire safety officers, evacuation assistants, or safety officers. This section sets out responsibilities and procedures in an emergency, forming the basis for a structured and coordinated response in a real event.
Legal Basis
The need for fire safety regulations arises not only from safety considerations but also from legal requirements. DIN 14096 sets out the formal and content-related requirements, for example regarding font size, layout, and the type of postings.
In addition, where fire safety regulations are required, they must be approved or confirmed by the relevant building authority and the local fire safety department. Regular review is also necessary - a review at least every two years by a qualified person is recommended to ensure the regulations remain current and effective.
