Seating Plans

Seating plans are a central tool for ensuring safety at events. They precisely document the arrangement of seats, aisles, entrances and exits, as well as escape and rescue routes. In doing so, they not only fulfill legal requirements but also make a significant contribution to orientation and rapid evacuation in the event of danger. Whether theater, conference hall or sports arena – as soon as an assembly venue accommodates more than 200 people or requires official approval, seating plans are legally mandatory.

Legal basis for seating plans

The requirement for a seating plan arises from several sets of regulations, with the VStättVO (Assembly Venues Ordinance) forming the central legal basis in most German federal states. Creating and submitting a seating plan is mandatory if:

• the assembly venue has more than 200 visitor seats,

• it is an assembly venue as defined by the Assembly Venues Ordinance (VStättVO),

• official approval or notification is required.

It should also be noted that state-specific regulations and local requirements from the responsible building authority or fire department must also be taken into account.

A complete seating plan includes not only the layout of the seating arrangement but also the precise marking of aisles, escape routes, emergency exits, fire extinguishing equipment, and first aid facilities. Wheelchair spaces or other special seating areas must also be taken into account and clearly indicated.
